The best blogs are the ones that are updated regularly, technorati which is a search engine for blogs rate the blogs by the frequency of updates. SO no matter how old or new your blog is, if it's updated regularly and you insert the correct keywords then traffic won't be a problem.
As for link popularity? If you have a website make sure that you link the two together. Insert links to your site from your blog but don't over do it as it will appear to be spamming... If you offer good content in your blog, in time people will start linking your blog to theirs and adding you to their bookmarks. Technorati also has a Alexa traffic viewer so you're able to check your traffic.
